Police Blotter: Arrests; Multiple weapon offenses reported in the county; Gun goes off in Riverton bar

(Fremont County, Wyo.) – Here is the weekend wrap-up of law enforcement action around the county. Those arrested or cited are presumed innocent until convicted in a court of law.

Lander Police Department


David Lewis, 52, Lander, four LPD Warrants.

William Jacobs, 19, Lander, two LPD Warrants.

Nellie Maldonado, 54, Lander, several Big Horn County Warrants.

Delray Quiver, 36, Ethete, Public Intoxication. At 2:53 a.m. on Monday, police were called to the lobby of the Fremont County Detention Center for a report of an intoxicated man who said he just got out of the hospital. Police reportedly attempted to find Quiver a ride home but were unsuccessful.


A series of six incidents over the weekend involving a Lander woman are under investigation. Some of the calls were reporting alleged assaults, finding a bag of heroin and someone threatening to blow up her home. LPD Chief Jim Carey declined to comment further on the investigation.

At 11:25 a.m. on Friday, police received information about the possible whereabouts of someone wanted for federal charges. Upon locating the alleged suspect, it was determined the man located had no warrants.

At 4:55 p.m., police were called to the area of North Ninth and Amoretti streets for a report of a suspicious man smoking, spitting, eating flowers and puking. Police were unable to locate anyone matching the strange description.

At 6:41 p.m. on Friday, police were called to Safeway for a report of a van in the parking lot that was believed to have fake New Mexico license plates. Officers arrived and determined the plates and registration were all up-to-date and legitimate.

Police were called to the 500 block of Cottonwood Lane for a report of an intoxicated man who walked into the caller’s residence. The caller did not know the man. Police arrived and determined the man was looking for a ride to detox; he reportedly had a .33 BAC. The man was removed from the residence and taken to Riverton by a Sheriff’s Deputy without incident. The home owner did not wish to press charges.

At 1:42 p.m. on Saturday, police intervened in an argument at a local restaurant involving a customer who was upset about waiting too long for food.

At 12:09 p.m. on Sunday, police were called about a possibly missing person. The report is not officially for a missing person, Carey said, because the man was believed to be traveling and the caller did not have good contact information.

At 1:12 p.m., police were called to Jefferson Street for a report of a 15-year-old boy that was reported bitten by a dog while he was skateboarding. Officers were unable to locate the suspect dog.

At 3:02 p.m., officers assisted Lander residents with a trampoline that had blown into an alley.

Garden plants were reported stolen from a location on North Eighth Street on Sunday evening.

At 9:03 p.m., police were called to the Mr. D’s parking lot for a report of a physical fight. Two suspects reportedly fled in a white Pontiac before officers arrived, and the alleged victim left on foot. One witness believed a Taser was used. Police were unable to locate anyone connected to the fight.

Billy Napier, 21, Riverton, Failure to Appear Warrant and Natrona County Warrant – Drug Conspiracy.

Vernon Spoonhunter, 34, Ethete, DUI, Open Container and Probation Revocation Warrant.

Taylor Tholin, 23, Lander, Platte County Warrant, Driving Under Suspension and Open Container. At nearly 6 p.m. on Saturday, deputies were called about suspicious gunshots being heard in the area of the 400 block of Willow Creek Road near Lander. Deputies found that two adults were target practicing. Tholin was found to have an outstanding warrant and was arrested.


At 10:20 a.m. on Friday, deputies were called about horses loose on Young Road.

At 3:25 p.m., deputies were called to Lakeview Drive near Kinnear for a report of an assault involving two women. The Sheriff’s Office reports that the suspect fled the area but has been identified and charges are pending.

A report of possible illegal dumping on the 900 block East Monroe Avenue came to deputies at about 6:30 p.m. on Friday.

Deputies are currently investigating a report of some suspicious photos found on Saturday.

At 4:56 p.m. on Saturday, deputies were called about some kids riding ATVS on Del Ray Road near Lander who said the neighbor wanted them off the road and swerved at them in their vehicle. The Sheriff’s Office reports that the neighbor had a different story and the alleged incident was documented.

Shortly before 7 p.m. on Saturday, a man on Zigzag Road near Pavillion reported a neighbor was shooting in the area and the caller was in the line of fire. Deputies informed the neighbor of the problem and no further action was taken.

Another alleged weapon offense was reported on Far View Circle at about 9 p.m. on Saturday. The report indicated at 52-year-old resident confronted an 18-year-old man about driving too fast on an ATV in the area. “The man had a shotgun with him, however did not verbally threaten anyone or point it at anyone during the conversation,” Undersheriff Ryan Lee reported. “The 18-year-old man asked the Sheriff’s Office to document the encounter and take no further action.

At 9:07 a.m. on Sunday, a woman on Brooks Road near Riverton reported that someone pounded on her door at about 2:30 a.m. and that other strange things had been happening in the area.

At 11:55 a.m. on Sunday, deputies took a report of numerous life-threatening phone calls and emails someone in the Lander area was receiving. The report is under investigation.

At 2:35 p.m., deputies assisted EMTs with a report of a female subject who was reportedly run over by a horse. Additional information on this call was not available.

At 9:34 p.m., deputies were called about a subject reportedly slumped over in a running vehicle in the area of Hutchinson Road and Highway 789. Deputies were unable to locate the vehicle.


Riverton Police Department


Dominic Fightingbear, 37, Arapahoe, Public Intoxication

Bryan Amos, 43, Riverton, Carrying a Concealed Weapon and Interference. His BAC level was .26 percent . According to a police report, Amos was in the Landing Lounge when he went into the bathroom and fired a Glock model 22 .40 caliber handgun into the bathroom stall.
